The winning number does not exist until the certified draw completes.

20 May 2026: the DCMS Code takes effect
From 20 May 2026, DCMS expects prize draw operators to be operating in line with the Voluntary Code of Good Practice.
That means operators need to move quickly from informal assurance to evidence-backed practice.
Winner selection is one of the clearest places to start.
If your draw process still depends on screenshots, screen recordings, livestreams or a basic online RNG, now is the time to upgrade.
OCSA Certified Draw gives operators a practical way to evidence the draw process before the Code takes effect.
The sector still has a choice
The DCMS Voluntary Code gives the prize draw sector an opportunity to show that it can raise standards without heavy-handed regulation.
But that opportunity will not last forever.
If operators cannot demonstrate fair, transparent and evidence-backed practice, the likely alternative is legislation written for the sector rather than with it.
OCSA’s view is simple: it is better for responsible operators to build credible standards now than wait for rules they may not like later.
If the sector does not get this right on its own, someone else will do it for us.
